Luke tells us the key question "What does this mean?" Jesus was risen and ascended and could have treated Jerusalem very badly or ignored it. He chose to send the Holy Spirit first to Jerusalem to proclaim the gospel with power. The Spirit gave the apostles the ability to communicate in many languages. Jesus speaks all languages!
